beach coming in yesterday from the at&t pro-am. a different scenario for them today. we have really slick conditions. heavy downpours come down across the south end of the bay area and this is going to continue. it will impact your morning commute. let's get right to that with mike inouye. >> it's already having an impact. good morning. folks, look to the bay bridge toll plaza. two obvious things to point out. first of all, unusual traffic flow. look at that flashing lights. we had cones blocking off basically all of your cash lanes between hov and fastrak. those crews are now clearing the roadway. you may not have all of your cash lanes open. you do see slowing off the 880 over crossing and slick roads and slick conditions. across the bay itself, a light flow of traffic you saw at the toll plaza and up the s-curve with taillights away from us. watch out around the bay. slick conditions. a number of smaller accidents. i have two for 680. one of them around the dublin interchange. i'll bring that to you coming up. it is 4:32. we are following developing news out of southern california.

the manhunt continues for the former los angeles police officer accused of killing at least three people including a riverside police officer. the resort town of big bear is on lockdown. police are going door to door trying to find christopher dorner. his burned out truck was found in the town yesterday. in the meantime, more than 1,000 police officers here in california and nevada are looking for him. "today in the bay's" marla tellez is in our newsroom with the overnight developments in that case. good morning, marla. >> reporter: good morning. a few things happened overnight. first off, officers were hopeful that tracks surrounding his burned out truck would lead them to him but the tracks turned up nothing. the search for christopher dorner has ultimately narrowed to the snowy mountains around bear mountain ski resort. this is about 80 miles east of l.a. the same vicinity where his burned out truck was found. also new overnight, another vehicle linked to him was found

overnight in san diego. so officials are fingerprinting that vehicle looking for a match to dorner. as for the los angeles police department specifically, it's important to note that although dorner's 11-page manifesto names 40 officers from the force who he plans to target. officials say at this point the entire department which makes pup 10,000 officers is considered a target so lapd is beefing up its security in and around its headquarters in downtown l.a. and also around individual officers. this is a fluid situation this morning as it has been since the story broke. i'm staying on the story. i'll keep you updated throughout the morning. laura and jon? >> thank you very much. we'll of course cover the manhunt all morning long as marla mentioned and bring you the latest details as they unfold. coming up at 5:00, a case of mistaken identity. how two women were actually shot accidentally by los angeles police. tonight family and friends will remember the life of a bay

area teenager found dead at fairfield park. the gallery honoring jenelle conway allen. federal agents there helping in this case trying to figure out exactly how genelle ended up in fairfield. investigators remain tight lipped on any potential suspects or motive. only on nbc bay area, the amazing story of survival. this morning we talked to the 81-year-old redwood city grandmother who survived a home invasion robbery. she was home alone yesterday afternoon when masked men came in through the back door. it happened on 10th avenue across from taft tell metropolit elementary. she thought this was a joke. she stood at gunpoint while the man ransacked the house.

>> i was praying that my son would not come in because they told me if someone would come in, they would shoot him. once you have them actually putting a gun on someone, that's basically defenseless. she uses a cane. how could you do that? there are people out there that have no feelings. >> the two men level her alone in a room but were in her home for another hour. she finally hid in the closet, called her daughter who called police. redwood city police locked down the school across the street and managed to catch one of the suspect. they are looking for the gunman and the woman that acted as a lookout. looking for thieves that tied up a janitor and made off with 40 ipads. the suspects telling the 50-year-old custodian to take them specifically to where the ipads were stored. the robbers both black males in their 20s duct taped that man to

a desk before leaving the scene. the robbery was the third in four months in which thieves targeted that school's ipads. an alameda family will learn later today whether the lawsuit against police and firefighters can move forward. the family says first responders did nothing and watched the loved one try to drown himself in 2010. an attorney to the city of alameda says the situation is tragic, first responders did not have any legal obligation to help. he waded into the bay that afternoon. police say they did not go after zach because he was suicidal and possibly dangerous. firefighters say they were not certified for land/water rescues. zach succumbed to hypothermia and drown. a family in alameda this morning -- caltrans telling california drivers that bridges

and over crossings throughout the state are safe. the state transportation department completed extensive review of testing data after the sacramento bee raised questions about the foundation on the new eastern span of the bay bridge. caltrans says its experts pored over 23,000 tests finding the results reliable in all about 11 of those cases. engineers conducted structural tests to try to determine whether the concrete was stable. time to check the forecast with meteorologist christina loren. rainy start to our early morning. >> snowfall coming down as well. good morning to you. as 23 million people wake up under a blizzard warning across the east coast this morning. we're talking about snow but enough rain that could slow your drive and after all that's why we live in california, right? so we don't have to contend with blizzard conditions. this morning we actually have low level snow and in fact it's at about 1,000 feet at this point for straight snow and

potentially we could get a mix down to 500 feet. that means liver could actually see a dusting of snow. that's the city we keep a very close eye on for you this morning. as you can see santa cruz mountains, not just pink we're seeing south of los gatos. a flash of white. boom. that is straight snowfall coming down at 1,000 feet. we want to see your pictures. if you see flakes, send them into nbcbayarea.com and we'll feature those foes on this newscast. santa rosa just one degree away from freezing. 39 degrees this morning in livermore. so if you can, stick around. we'll be tracking the showers for you as they develop throughout the morning. you got to get out the front door right now and bring the umbrella and grab your heaviest coast because temperatures will be cold today let's check on the drive. it's slick out there this morning. >> slick because of overnight rain even though it's not actively raining where you are. you'll get those effects. look at the bay bridge toll plaza. slick conditions, shiny roadway,

better news though. the backup we saw less than ten minutes ago has cleared and so have cones and construction. there's a map show youi inthe region and road crew hasn't cleared it yet. you have that in many spots around the bay. green is more severe. pink there through some of the hills south of morago you may have icy conditions for local roads. keep that in mind. a crash southbound 680 coming through danville around stone valley road blocking two lanes. no slowing because of the light traffic. be careful through the area. they have to clear that to the shoulder. this one to the embankment on the side of the road. as crews arrive you see flashing lights. no slowing south of the dublin interchange with some green there. south bay is okay. then we have more pink, icy conditions for bear creek road and other surface streets down through the summit there. laura, jon, back to you guys. >> mineta san jose international airport could soon become home to a new private airport for

google executives. the $82 million project would include an executive terminal, hangars and ramp space to accommodate google's largest business jets. the proposed airport would bring in nearly $3 million a year in rent and would create hundreds of permanent jobs and up to 200 construction jobs. the san jose city council is expected to vote on the proposal in april. giants fans, quick question. are you ready? fan fest kicks off tomorrow at at&t park. that will be bright and early in the morning. the highlight of the day fans getting the chance to meet more than 30 players and coaches including manager bochy and pablo sandoval. that's a baseball party. a lot of hardware also being showcased including the world series trophy. the world champion giants get out on the road starting next week. spring training already here. it's hard to believe. one other bonus. another star will be with them.

welcome back, everyone. a good friday morning to you. you'll notice damp roads out there this morning. storm hitting the bay area. nothing like what they're experiencing back in the northeast this morning. coverage on both of them and how they certainly will affect you. it's 4:45 right now. fewer police officers, more overtime. the nbc bay area investigative unit has exclusively obtained financial data that shows while overall payroll in san jose decreased by 10% from 2010 1 to 2012, overtime increased by $4 million. in his state of the city last

night, mayor chuck reed says overtime might increase this year. >> we'll probably increase it next year because we need to make sure that our public is protected and overtime is one of the ways to do that but only on a short-term basis. we know you can't do that much overtime all the time. >> mayor reed talked about the police department. he wants to use savings from pension reform to expand the force by 200 officers. he's also pushing for a sales tax increase and hopes voters will approve it next year. with tax season approaching, there's word the irs is cracking down on identity thieves and tax cheats. for details on that and the rest of your news before the bell, let's turn things over to bertha coombs live at cnbc world headquarters. good morning. >> good morning. we do have snowflakes falling already although they told us we wouldn't get snow until this afternoon. got everybody a little bit nervous. it's one of those weeks where we

have seen the dow treading water after hitting 14,000 last week. yesterday we closed well off the lows. there are worries about the european debt crisis again with the scandal in spain. also the european central bank saying risks for the region are to the downside. investors reacted to disappointing productivity data as well. today we'll get more data on the economic front on the trade deficit and wholesale trade. the dow losing 42 points to 13,944. looks to be down for the week. nasdaq slipped to 3165. the irs is cracking down on criminals who use stolen identities to seek thousands of dollars in tax refunds. the agency says a january sweep of 32 states and puerto rico found nearly 400 identity theft suspects including more than 100 that were arrested. the number of investigations tripled last year centering on high-risk cities such as san francisco, l.a., new york and miami. the irs says it is investigating

in-house filters that were what helped prevent $20 billion in would-be fraudulent tax refunds last year. big problem these days. big problem for health care. some people use your number to go get health care and then you're stuck with the bill. you have to be very careful about your data. back to you. >> big problem and big dollars. 20 billion in fraud. we'll keep our eye on that one. thank you very much. keeping an eye on the forecast. our cold and wet weather to the start of the weekend nothing compared to what's happening this morning on the east coast. national weather service is predicting that a winter storm could dump anywhere from 18 to 24 inches of snow in southern new england. forecasters expect the snow to start this morning with the heaviest accumulations tonight into tomorrow morning. many airlines have already canceled thousands of flights for today we'll have a check on how that could affect some bay area flights as well. >> people slamming stores to get water and everything they need

to stay inside. it's crazy out there. >> 23 million under a blizzard warning. it's crazy. two strong storms are going to converge to combine to find one bundled mass of energy. it will be interesting. we have to watch this storm as it develops. we'll have more particulars when it comes to what we're expecting. two feet of snow doesn't sound like a lot but it will come down very quickly. for us, we have light snowfall coming down. it's a rare occurrence. we want to show it to you. take a look. just to the south you see that white. those are mountains surrounding big surthis morning getting straight snow. a lot of sunshine this week. weather changes dramatically. we've gone from sunny days to cold, cold showers this morning. what's happening is the rain is coming in during the coldest point of the day. it's a very rare opportunity for us to get some valley level snow. we're watching for that this morning. areas like livermore. that's where it will be cold enough. not cold enough here, down in san jose this morning. want to show you over the santa

cruz mountains, boulder creek. straight snowfall there. we would love to see your pictures. if you live in the mountains, once that sun comes up at 7:10 this morning, snap a quick photo. we would love to feature it for you. 39 degrees in livermore. 39 in concord. temperatures will continue to fall throughout the next hour or two hours. 37 degrees to start in gilroy. possible here as well. we're in the 40s in san jose. it's not in the picture for us. time out what we are expecting. window will close quickly. we stop clock at 5:00 a.m. still getting moisture at that point. as we head through 6:00 to 7:00, showers start to deteriorate so once we get into 8:00, looks like we are still going to have moisture during the coldest point of the day. not a great chance. the chance is there. we'll watch that for you. by 4:00 p.m. today, showers really start to clear out of here. look at the snowfall on the way to tahoe looking good there. for us, just keep your umbrella handy. after about 5:00 to 6:00, we'll clear skies out. cold as we head through tonight. 53 in livermore today.

spotlight in washington on john brennan, the man nominated to replace leon panetta. he's being considered by the senate after thursday's confirmation hearing. during that hearing brennan facing tough questions about the drone program and interrogation techniques. he did win praise aligning himself with the administration's decisions and he defended u.s. drone attacks on terror suspects. >> any american who did that should know well that they in fact are part of an enemy against us and that the united states will do everything possible to destroy that enemy to save american lives. >> he pointed out drones are used against imminent threats and not as payback. he distanced himself from how the previous administration questioned terror suspects. democrats very confident brennan will be confirmed. it's 4:52. romo meets romo. see what happens when two of the biggest names in the bay area come face to face for the first

that breaking news coming to us from downtown san jose where a police investigation is now going on after reports of a woman that was found on the street. it is believed that she may have possibly fallen from the city heights condo. that's just a couple blocks north of san pedro square on west st. james this morning. we do know the coroner is on the scene and it looks like part of that street is completely closed off. we are getting more information as it becomes available to our newsroom. breaking news that we're covering from downtown san jose this morning. 5:00. good morning, everybody. thank you for joining us. it is now 5:00 on the nose. i'm jon kelley. >> i'm laura garcia-cannon. >> this morning we continue to follow other developing news. police all over california and

in nevada now hunting for a homicidal suicidal former police officer accused of killing three people including a cop down in southern california. people there gathering in riverside last night for a vigil for that fallen officer. he allegedly shot and killed earlier in the day by christopher dorner. a second officer involved in the shooting right now clinging to life this morning. dorner still on the run. "today in the bay's" marla tellez in our newsroom right now. she has all of the overnight developments on this continuing manhunt. such a scary situation. >> very fluid. i want to start with the second officer who is still alive. police say he was shot by christopher dorner 11 times in yesterday's shootout that happened in riverside. so really it's just a miracle that he's still alive though he is in critical condition this morning. here's the latest regarding the search for dorner. the resort town for big bear 80 miles east of l.a. is on
